BEST CELEBRITY MAKEUP LOOKS FOR BLUE EYES

1-Did you know only 10 percent of the world's population has blue eyes? It's true -- blue is one of the rarest eye colors out there, which is why it's so important to flaunt them, if you've got them. Your eyes are often the first thing people notice when they meet you, so it's important to know what makeup shades will best enhance their beautiful color, right?

Celebrities like Alexis Bledel and Reese Witherspoon are known for their gorgeous blue eyes, and they (or should we say, their makeup artists) have mastered the art of making their eyes stand out on the red carpet. Whether they choose a smoky eye look to make their blue eyes look more dramatic or a soft shimmer to make the blue really pop -- their eyes often end up being the best accessory to the gorgeous gowns they wear.

Because we don't want to let celebrities have all the fun, we spoke to Matin, celebrity makeup artist and Neutrogena cosmetics science expert, about how you can enhance your blue eyes. The key: you don't want to "drown out the natural beauty of the eye pigment," Matin says. Turns out, all it takes are a few simple makeup tricks to avoid that. Check out the celebrity makeup looks we dug up and use Matin's tricks to make your eyes shine as bright as possible.

2-EVAN RACHEL WOOD

Heard the rumor you shouldn't wear blue eyeshadow if you have blue eyes? Well, it's only partly true. Although some women can pull it off, it can "actually make blue eyes appear dull," Matin says. The trick is to avoid the same undertones: Wood's shadow is darker than her eye color, which makes her eyes pop.

3-MAGGIE GYLLENHAAL

Gyllenhaal plays up her big, blue eyes with natural looking bronzer. To really make blue eyes shine, Matin suggests "applying the bronzer where the sun would normally hit your face, which would be the highest points (forehead, bridge of your nose, your cheeks and even your neck)."

Bonus tip: Pulling your hair back like Gyllenhaal did draws more attention to your eyes.

4-TAYLOR SWIFT

Stick with the "opposites attract" rule when it comes to colors. For blue eyes, tan, bronze, and brown hues work best. Swift complements her eyes perfectly with smoky golden bronze shadow: "The color should be the strongest along the lash-line and fade towards the crease of the eyelid," Matin says.

5-CHRISTINA AGUILERA

Aguilera's well defined eyebrows open up her eyes, making the blue stand out. To get your best brows, make sure you're not making these eyebrow mistakes.

6-NICOLE KIDMAN

With her fair skin and red hair, Kidman is a classic blue-eyed beauty. Instead of opting for black mascara, go with brown, Matin says. Still searching for the perfect formula? You might want to consider one of these.

7-ZOOEY DESCHANEL

If you've got eyes as pretty and piercing blue as Deschanel's, show them off by wearing thick, long lashes. Either use multiple coats of lengthening mascara (try Lancome L'Extreme Mascara, $24.50) or wear false lashes for a more dramatic finish -- get help applying them here.

8-DIANE KRUGER

Slightly smudging dark liner along your top and bottom lash lines will help make blue eyes stand out. Kruger's glossy lips also aid in accentuating her eyes because "dramatic eyes often look best with natural lip color," Matin says.

9-ALEXIS BLEDEL

"A little eye makeup goes a long way with blue eyes," Matin warns. Luckily, Bledel's electric blue eyes speak for themselves. If yours are this bright, keep the rest of your makeup neutral to draw attention to them naturally.

10-REESE WITHERSPOON

As usual, Witherspoon keeps her makeup classy and fresh. Her blue eyes demand attention thanks to an application of nude shimmery shadow on her lids, and peach blush swept on her cheeks.

11-JANUARY JONES

Jones has two things working to put her eyes center stage. First, she's sporting full brows, which immediately bring attention to her eyes. Fill yours with a fine-tipped pencil like Anastasia Brow Wiz Mechanical Brow Pencil, $19. And second, the inner corners of her eyes are lined in gold, which brightens up her whole eye area. Use an eyeliner like Urban Decay 24-7 Glide-On Eye Pencil in Honey, $16 to create a similar effect.

12-CATE BLANCHETT

Wearing a bright lip color like Blanchett is sporting here will light up your whole face, including your eyes. Try Stila Cherry Crush Lip & Cheek Stain, $24.

EYELINERS NOT WORTH YOUR MONEY

1-According to your reviews, these eyeliners -- some of which had potential to be great -- possessed at least one fatal flaw that was undetectable at the store. Read on to find out which product harbored your biggest pet peeve. (Spot one of your favorites? Write a counter review to boost its rating!)

2-STILA KAJAL EYE LINER, $16.50

Grand Offense: Too weak. "It is definitely not the liner for oily skin or warm weather. It smudges all over the place. I wish it had better staying power." -- cheapthrills, TotalBeauty.com member

"The liner is very soft and malleable so the tip of the pencil is prone to breaking. (You can lose a lot of product this way!)" --

3-REVLON BEDROOM EYES POWDER LINER, $9.95

Grand Offense: Messy packaging. "I really dislike this container/application bottle. You pull out the wand and the stuff goes everywhere ... then the wand has a really blunt foam applicator that creates serious fall-out upon application. The actual kohl powder is really lovely. I just wish it wasn't in this type of bottle." -- venus_nouveau, TotalBeauty.com member

4-LORAC FRONT OF THE LINE WATERPROOF EYELINER, $20

Grand offense: Dry tip. "The color dries out very quickly, and at certain angles doesn't work at all!" -- lak987, TotalBeauty.com member

"It is difficult to get the product on. If you can get it to flow from the tube to the felt tip, it still skips and dries out. I bought two and returned them both." --

5-L'OREAL PARIS MICRO LINER ULTRA FINE LINING PENCIL, $8.49

Grand offense: No staying power. "It goes on well, but doesn't stay on. I always end up with eyeliner gunked up at the corner of my eyelids and underneath. It's a constant look in the mirror and wipe under the eyes!" -- Jessica_Long, TotalBeauty.com member

6-CARGO EYE PENCIL, $14

Grand offense: Fleeting. "I was disappointed ... it fades quickly and smudges when touched. There are much better eyeliners out there and I would not recommend this product to a friend." -- Elisemarie, TotalBeauty.com member

7-GUERLAIN 'DIVINORA' EYE LINER, $32

Grand offense: Iffy quality. "So expensive and so disappointing. Difficult application: Dries too fast and the texture is too thick. The brush is not refined enough." -- GoyaLL, TotalBeauty.com member

"I was very disappointed that my eyes would turn red every time I used this. I have used liquid eyeliners of all brands but never had this effect before." -- HannaNYC, TotalBeauty.com member

8-PHYSICIANS FORMULA EYE DEFINER AUTOMATIC EYE PENCIL, $5.50

Grand offense: Smudges. "While this eye liner goes on well, it tends to be a tad heavy and smudges. The color was good, but I needed to set it with powder or it would smudge, even with the lightest application." -- Sherryjbry, TotalBeauty.com member

9-LOLA LIQUID EYELINER, $20

Grand offense: Flaky. "I use liquid liner every day and I have tried a lot of brands, but this one is the worst. As soon as it dried, it started to flake off in big chunks. Don't waste your money." -- cosmo12181, TotalBeauty.com member

10-JANE ENDLESS EYE LIQUID EYE LINER, $3.49

Grand offense: Not sweatproof. "It says it lasts up to 16 hours. I had it on for a half an hour and as soon as I broke a small sweat, it was all under my eyes. I didn't line the bottom but it ended it up there." -- stephlewski, TotalBeauty.com member

BEST MASCARAS
1-Mascara, for most, is one of those "desert island"-type of eye makeup products -- meaning many women tout it as the one thing they absolutely can't go without. Whether or not you would pack it for your Gilligan adventure, we're sure you'd agree that it's a makeup bag staple. Why? Because it almost effortlessly makes you look more awake and feminine, of course.

We here at Total Beauty like to think of mascara as a magical invention, capable of creating the illusory effect of a full eight hours of sleep, a low-stress day, or even fabulous genetics. Basically, we take mascara seriously. That's why we think it's important to test a vast array of eye makeup brands from the drugstore to the beauty counter and beyond in order to share which are true winners -- the mascaras capable of great lengths, volume and curling capabilities to boot.

Before checking which mascaras we love in this eye makeup roundup, see these quick application tips courtesy of Chuck Hezekiah, national makeup artist for Maybelline New York. He claims there are some common eye makeup application errors most women make that can easily be avoided with these simple tricks and techniques:

• If you have a traditional brush wand, improve lash separation while applying mascara by moving the wand in a swift, zig-zag fashion from lash root to tip as opposed to one sweeping motion.
• We know you're usually in a rush, but take the time to dab the tip of your mascara on a tissue to get rid of the glob that tends to form there. This will keep you from getting uneven, goopy product distribution -- especially on those shorter lashes.
• If you use a lash primer, particularly a white one, wait 10-30 seconds for the primer to dry, then apply your mascara. This keeps the black color of your mascara from turning gray.

2-MILANI POWER LASH VOLUMIZING MASCARA, $5.99

What she thought: "The mascara wand is noticeably different, so much softer and fuller on the lashes, thereby avoiding any clumping issues. The mascara went on smoothly and its rich, black color transferred well onto my lashes. The only downfall is, by the end of the day, my lashes reverted to their stick-straight downward trajectory. So if you don't have a problem with your lashes staying curled all day, then this is a great one to try."

3-URBAN DECAY SUPERCURL CURLING MASCARA, $22

What she thought: "I have stick-straight lashes, and a semi-scary addiction to my lash curler. I've tried a few mascaras that claim to help curl lashes and have never been very impressed. *This one though made me re-think my anti-curling mascara stance. I still needed to use my lash curler (although I did get a slight curve when I tried it without), but what really wowed me was the staying power. Normally I'd need to re-curl my lashes if I went out at night, but with this, my curl stayed intact all day and night. That, along with decent length and volume, has made me a convert."

4-WET N WILD WATERPROOF MEGALENGTH MASCARA, $3

What she thought: "With mascara prices on the rise, this one won't break the bank. At only $3, you get great, natural-looking lashes. While it sells itself as making lashes look up to 80 percent longer, I'd say mine came in at only 40 percent improved. However, the formula didn't clump and it provided a subtle curl that brightened up my eyes. After applying only two coats, I noticed a marked improvement in my lashes. Be sure you remove with makeup remover, because simple soap and water won't make this formula budge, which I like."

5-MAC PLUSH LASH MASCARA, $14

What she thought: "If you're looking for volume, this is the mascara for you. The secret lies in the brush -- its unique wand (one side has short bristles while the other has longer ones) works to plump and lengthen your lashes flawlessly. Even after applying two to three coats, my lashes looked full, thick and absolutely clump-free. Which is more than I can ask for my sparse lashes."

6-L'OREAL VOLUMINOUS MILLION LASHES, $8.99

What she thought: "I choose the mascara I wear based on the overall look I'm going for, so I reach for this blingy gold tube when creating a natural, everyday look. The 'elastomer' brush perfectly lengthens and separates lashes to make them appear seriously multiplied. And the formula never clumps -- apparently the 'excess wiper' built into the tube is responsible for this. Wondering if it lasts? Sure does. Need proof? I recently got caught in a crazy rainstorm -- my umbrella flipped inside out and my face was completely soaked -- and this mascara didn't budge."

7-TOO FACED LASHGASM, $21

What she thought: "Admittedly, the cute packaging (with tons of double-entendres) made me want to like this product. However, there's a lot more to it than thinly veiled sexual innuendo. It took about three coats, but this mascara gave me impressive length and volume with plenty of definition too. No one will be mistaking them for false lashes, but this goes definitely above and beyond a "natural" mascara look. I also liked the deep black color and that I could layer it on without any clumping issues."

8-COVERGIRL LASH BLAST FUSION, $9.99

What she thought: "The purple packaging is what caught my eye (I love purple), and the fact that I always hear great things about CoverGirl mascaras. But, in general, I'm always wary about mascara's big claims, because my biggest issue is my stick-straight lashes that refuse to stay curled. This mascara, however, pleasantly surprised me as it kept my lashes (however sparse) to stay curled and I actually did feel like the mascara lengthened my short, stubby lashes, which is a huge plus for me."

9-ANASTASIA BEVERLY HILLS LASH LIFTING MASCARA, $22

What she thought: "Anastasia Soare has long been the go-to eyebrow expert for Hollywood's elite and now, she may very well become known as the lash guru as well. This mascara goes on like a dream (thanks to the perfectly-sized brush). There's absolutely no clumping or gloopiness and it really does thicken and curl lashes in one stroke as promised. The formula, which contains 'hard waxes to build lashes and synthetic polymers to give them body and volume' works like a dream to impart thick, luscious lashes and (BONUS) it actually washes off with ease -- no scrubbing required."

10-CLINIQUE HIGH LENGTHS MASCARA, $14

What she thought: "I have always been a drugstore gal when it comes to buying mascaras. It's just one of those products, in my opinion, that is capable of being awesome despite its price tag (unlike foundations). With that said, after trying this one from Clinique I might have to vary up my buying routine. Basically, I really like it. The wand is super thin with little curved 'teeth' which enable me to coat every single lash. It defined my lashes without being over the top, which makes it the perfect day/work mascara. It lasts all day and was easy to remove (I hate using eye makeup remover so this is a mandatory feature). The only foreseeable problem with this is, for some, maneuvering the unique curved wand on lower lashes will be tricky. Take your time while doing it."

11-MAYBELLINE VOLUM' EXPRESS THE FALSIES MASCARA, $5.95

What she thought: "For someone who wasn't born with fabulous lashes and just can't stand the hassle of applying false ones (me), this is a godsend. The curved brush fits right up against your lashes and really gives you the look of wearing a pair of amazing falsies -- without actually having to. The best part about it? It only takes one coat to fan out your lashes, so the tube of mascara lasts a long time. Women who hate wasting product, you can finally rejoice."

12-SMASHBOX HYPERLASH MASCARA, $21

What she thought: "This mascara has gotten me more compliments than any other makeup product I've tried. From multiple friends' 'wow, what mascara are you using?' to my boss' 'um, this is a weird thing to say, but your eyelashes look amazing,' I've never gotten this big of a reaction from so little effort.

To sum it up, this mascara adds major length and a fair amount of volume too. It definitely creates a dramatic (as opposed to natural) look. However, it does take some finessing. The product can be a bit liquid-y and will clump lashes together if you don't take your time with it. But if you make use of the brush's two sides -- a standard brush on half and a comb on the other -- and comb through your lashes after applying, you'll get rid of any clumps and be left with almost-fake-looking eyelashes."
